Holcim announces investment of over €3.5 million in Romania, while Heidelberg Materials plans to close the Ranville plant in France

Two major cement producers have announced decisions that will influence regional markets and production capacity structures. Holcim is investing in modernisation in Romania, while Heidelberg Materials is optimising its European network by planning the closure of the Ranville plant.

Holcim invests over €3.5 million in Romania

Holcim Romania has announced an investment exceeding €3.5 million aimed at modernising production facilities and improving operational efficiency. The company continues to upgrade equipment and technological lines, focusing on energy efficiency and reducing environmental impact.

The investment includes improvements to material handling and mineral component processing systems. Holcim is also expanding the use of secondary materials, including:

These materials support clinker reduction and enhance the durability of cement formulations.

Heidelberg Materials plans to close Ranville plant in France

Heidelberg Materials France has announced a restructuring plan that includes the closure of the Ranville cement plant in Normandy. The decision is part of a broader optimisation of the company’s European production network, reflecting changes in clinker supply and a shift toward lower‑clinker cement products.

The closure is linked to a significant decline in cement volumes on the French market due to weak construction demand. The plan includes socially responsible measures, such as opportunities for employees to transfer to other Heidelberg Materials sites in France. In total, the decision affects 87 employees.

Heidelberg Materials continues to invest heavily in modernising its French plants — a total of €650 million across Airvault, Beaucaire, Bussac‑Forêt and Couvrot — to support decarbonisation and expand production of lower‑clinker cement.

The company is also increasing the use of slag‑based materials, including:

  • GBFS — a key component in low‑carbon cement;
  • ACS — used in stabilisation layers and construction aggregates.

Conclusions

The announcements highlight two parallel developments in the cement sector:

  • Holcim is strengthening its Romanian operations through targeted investments and expanded use of GBFS and ACS.
  • Heidelberg Materials is restructuring its French network to align production with market demand and accelerate the shift toward lower‑clinker cement.

Both companies demonstrate a strategic commitment to decarbonisation, operational efficiency and adaptation to evolving market conditions.
